Let me preface this by saying, the food is usually above average, but clearly they are having delivery issues and the quantity and quality seem to be changing. Second time now, it has taken almost 2 hours for the food to arrive. I could deal with that, if the food did not arrive cold!!!Specifically the Roti Canai, was Cold and Hard as a rock, for some reason it seemed very thin as well, this used to be one of their signature items! I know this is better eaten fresh of out of the kitchen, but this was just ridiculous.Hopefully this is just a blip for now, I would still give it a shot for take out, but delivery not so much, till they figure things out again.

great prices, friendly staff, fast delivery and reasonable minimum delivery with no delivery fee. Clean inside. If you go there you can add additional entrees for not much more if you want 2 or 3 different types of entrees for lunch. love this place.

Who would have thought it - this meal ending in orange slices and fortune cookies, my family and I enjoyed the family style service this carry out/eat-in restaurant had to offer. The outside is basic, non-descript and within, there were about six tables or so, and one of those signs above the register, displaying a portion of the menu in food pictures. We sat outside, because it was a nice day and partly because the table we originally sat at was sticky to the touch. I ordered the chicken chili and although I thought it was tasty, it lacked those curry leaves that were mentioned on the menu. The chicken was silken and the sauce sweet/spicy, with slivers of green pepper and red onions. My husband got the chicken egg foo young. I didn't taste it, but I witnessed him devour his meal, practically like his plate clean - this with two servings of that brown, thick gravy. My child ordered the orange chicken, which was oddly sauced with a ketchup-like substance. He demolished his chicken, but left the vegetables on his plate - just like a kid. The egg rolls were hard, soggy & filled with cabbage. An appetizer of teriyaki chicken on a stick, looked weird. It was reddish in coloring and the flavor of teriyaki was absent, though the chicken was moist, with an indescribable flavor. So, why the four stars? For the most part, the food was fresh, appealing, tasty and inexpensive. What we loved most was the service. The staff was friendly and helpful and above all, it's the food that gets us there; but it's the service that makes us want to come back and that, we will.

The worst place to order from. The person who took my order over the phone was rude and the wait time to place a phone was long.When I got there to pick up my food, the people who was working there were also rude, no wonder they don't have any customer.When I got home, I noticed they have given me the wrong order and this is not the first time they did this.Long story short. I will never order from this place ever again.

I've tried a lot of the vegetarian dishes here on all 3 menus and been quite happy with them all. My favorite thing on the menu is the sweet potato roll.

My first visit here was fresh, hot and delicious. I ordered combination fried rice and an egg roll. Each bite that hit my tongue was enjoyed. I left filling satisfied. Service was quick and the place was clean. I will be back.

Apparently this place is now called Penang Star although the sign out front still says Shanghai Tokyo Cafe. Just an FYI in case people get confused.When I first drove by here I was skeptical since a name like Shanghai Tokyo sounds like a restaurant that tries to do both Japanese and Chinese food but fails at both. I was hungry though so I dropped in and noticed that there was Malaysian food on the menu as well.The first thing I noticed upon entering was a selection of pseudo-Chinese dishes up front that looked like what you'd get at Panda Express or someplace similar. There were lunch specials for Malaysian dishes that were just about the same price as the Chinese food combos so I decided to give that a try. I got some sort of noodle dish with seafood (I can't remember the name) and it was quite good. It wasn't amazing but for seven dollars I couldn't complain. Since then I've come back and tried a couple more items and they were both tasty as well. I can't comment on the Chinese food or the sushi here but if you order of the Malaysian part of the menu you'll get good food for a very reasonable price.

It's now called Penang Cafe. Simple restaurant right off Columbia Gateway Drive near Columbia Bank, Rudy's Mediterranean Grill, etc...Looks like more of a takeout place because there's not much of a seating area. It's definitely one of the cheapest Chinese/Asian places in the Columbia area, and I think the quality is great. They have an extensive menu featuring Japanese, Chinese, and Malaysian dishes, so it's a great place to go if different people in your party want different Asian dishes. My husband was in a sushi mood so he got the spicy scallop & spicy salmon roll. 6 pieces for less than $5!!! The pieces were a little small, but still good. I ordered off the Malaysian menu -- beef chow fun & chili chicken. Both were excellent. The only con was the service, but c'mon, Asian restaurants are never really known for service. The people weren't very professional either -- you could see and hear them goofing off behind the counter. So if you're looking for a nice, sit down dinner date this is probably not where you want to go. But if you just want some cheap, quick and tasty food you should definitely check this place out.
